Torture Outsourcing Prevention Act - H.R. 952 - 2005
February 24, 2006 Dear Mr. Nollmeyer: Thank you for contacting me regarding H.R. 952, the Torture Outsourcing Prevention Act. H.R. 952 was introduced in the House in February of 2005, and is pending in the House Subcommittee on Africa, Global Human Rights and International Relations. No further action has been taken on the bill. As you may know, the Torture Outsourcing Prevention Act calls upon the Secretary of State to annually submit to Congress a list of countries where there are substantial grounds for believing that torture, cruel, or degrading treatment is commonly used in the detention or interrogation of individuals. The measure prohibits the transfer of persons by the United States for the purpose of detention, interrogation, trial, or otherwise to a listed country, and establishes conditions under which the Secretary may waive such transfer prohibition, or a treaty-based transfer may occur.
